This problem came up after a serious infection i used avast free antivirus to remove the problems and i think it may have deleted some important dll's or those linked to A malware had dropped the DLL file there and added a startup entry so that the DLL is executed at every startup. But it only removed it from the particular folder which is under the account that is named after my cousin (the one that I censored above).
