Microsoft isnt doing this, instead they are forcing a toich interface on non-touch devices. The full-screen app will switch out in favour of the desktop, which isn't what you wanted at the time. I see absolutely nothing wrong with Windows 8's Start Screen and can find no reason to 'replace' it. Once you dlete those files, your system may throw an error because there are registry entries that will be looking for those files. I've encountered one machine that didn't support it though.
